Вместо того, чтобы предложить общественности что-то действительно новое, они берут проекты пенсионера Азарова и выносят их на Кабмин как собственные. Мало того, Яценюк публично высказывается в их поддержку.
Подозреваю, что Яценюка кто-то подставил. Предложение облагать налогами доход с депозитов несет столько вредных последствий для экономики, что их нет смысла перечислять.

ладно. трохи про теніс... позитивного
долго після австралія-оупен набрав ахуйєнну форму. наразі в "гонці чемпіонів" він у 10ці (по кількості очок що набрані з початку сезону)... сподіваюсь що в маямі виступить не гірше ніж в індіан-велсі. сітка у нього хороша.
світоліна в маямі вийшла на канадку бушард. вони плюс слоан-стівенс плюс іспанка мугуруза - це нове покоління шарапових-вільямз-азаренок... вільямз вже 32... шарапова-азаренка постійно травмовані... так що час молодим починати брати шлеми. для світоліни головна задача піднятись в рейтингу до 32го місця щоб на ролан-гаро і вімблдоні бути сіяною...
ну а взагалі в тенісі "старічки" продовжують мочити мОлодєж. турнір в індіан-велз і "лімон" баксів за перемогу взяла 32-річна флавіа пенета, яка рік назад хотіла закінчити з тенісом. у мужиків федя тільки на тай-брейку у 3му сеті програв ноле...
чекаємо долго і еліну мінімум в 1/4 на цьому тижні...

Putin gave a speech to arouse a nation, and markets, yesterday at the joint session of parliament called to announce, in effect, the annexation of Crimea. The only thing that was missing was a fat lady, but as they say, “it ain’t over until the fat lady sings”, and that’s my take overall.
The market loved the speech because the focus was primarily on justifying the annexation of Crimea, and he appeared to play down expectations that Russia would look to “slice n’ dice” the rest of Ukraine.
However, importantly what he said was that Russia was not in favour of the further break up of Ukraine – a line used frequently over the past six months, and yet Russia still saw advantage in intervention in Crimea. Indeed, Putin has previously argued that Moscow was not intervening in Ukraine, but recent actions in Crimea have revealed something different.
If centrifugal forces accelerate in Ukraine (still a high probability given Russian actions in the East), then likely Russia will use the Crimean pretext to intervene further – and the Budapest Memorandum now has little standing having been driven through by Russian APCs on the way the Crimean parliament.
It was also interesting that in explaining the ancient links between Russia and Crimea used as a pretext for Russian intervention in Crimea, similar parallels were drawn more widely between Russia and Ukraine, noting that Russians and Ukrainians were one people dating back over 1000 years (1026 to be precise).
I would still argue that Russia remains squarely focused on its larger goal of creating a CIS/Eurasian Union, and in this structure Crimea – a population of 2 million – is not much of a substitute for Ukraine, with 46 million people, and which now seem set on European integration.
The market also rallied over the past day on the realisation that Western sanctions were essentially a damp squib, confined to a very narrow list of “also-rans” in terms of Russian policy circles. It seems as if the West went out of its way not to irritate Moscow, and to give Putin every opportunity not to cross the red line over Crimea, i.e. to full annexation. Russia’s eventual moves in Crimea, and imminent annexation of the peninsula, suggests that the policy failed and somewhat spectacularly.
The ball, or call, is now in the West’s hand, and as someone else commented, has to “fold” or “raise” the stakes. Many would argue that on the evidence thus far the West simply has no appetite (hand) for a fight (metaphorically speaking) with Russia over Crimea, and perhaps even not over Ukraine.
One argument used is that the best defence against Putin would be to make the new Maidan administration in Kyiv successful, by pumping in cash, and perhaps even giving Ukraine a real European perspective – watch herein for EU leaders to offer something in this regard at the EU summit meeting later this week (March 21).
To summarise I am now thinking that Western policy towards Ukraine may now end up being three pronged:
[1] First, come in behind an IMF programme, likely to unveiled later this week – a staff level agreement is expected on Friday, for perhaps USD15bn, including bilateral funding. There is a chance that this could be increased, allowing Ukraine to resort to “exceptional” IMF financing, which might take it up to USD20bn, which would be a positive surprise. It is still unclear what happens about PSI (I am still hearing mixed views) – but see below for a little “Russian” flavour.
[2] Second, the EU might struggle to secure unanimity over a joint sanctions approach – the Brits and French are having to trade warships for financial sanctions, Orthodox (from the religious perspective) Europeans (Greeks, Cypriots and Bulgarians) are less than enthusiastic over anything which hits relations with Russia (albeit Russia hardly did much to help Cyprus during its debt/banking crisis last year) – but I think they could offer Ukraine a greater accession angle/perspective.
This would be a major boon to Ukraine, and Ukrainians as it would be a real anchor for political and economic reform, and importantly it would greatly irritate Moscow which has called for “political neutrality” which we should read as no EU accession for Ukraine.
[3] Third, I think the US might take the heat on sanctions, in the place of the Europeans, pushing the “stealth sanctions” route by tightening the regulatory environment around the Russian financial sector, oligarchs and corporates. In the end global banks follow guidelines from the SEC above all else ("In the SEC we Trust"), so whatever Europe decides on sanctions, US financial sanctions will hit Russia.
Therein it was interesting that PM Medvedev in Russia yesterday chaired a cabinet session on the potential impact of Western sanctions on the economy – and they seem to be preparing for the worst, which seems very prudent from their side (Russia’s macro policy team are very credible – even if the top leadership always stalls on much needed structural reform of the Russian economy). The core scenario from Russian policy makers seems to be high levels of capital flight, closing market access, higher rates, and lower growth – even recession.
The problem for the US now is that their reaction function has been so slow that if any real sanctions are applied now they can hardly be described as “stealth”, but they would now more likely have to be a case of “shock n’ awe” to have impact, while Russia has had plenty of time to deploy countermeasures. Still it is interesting that Russian economic policy makers appear concerned over the potential impact on the Russian economy.
The third leg is particularlly important in my view, as points one and two will inevitably fail if Russia is not dealt with and encouraged to be neutral on Ukraine, and encouraged/cajoled/pressured not to adopt a destructive approach. Indeed, what is crystal clear in my view is that any Maidan administration, however much IMF money is pumped in, will ultimately fail if the relationship with Russia is not stabilised (normalised may be asking too much) as Russia still has the ability to destabilise Ukraine from the political, security and economic aspects, which has been made crystal clear in recent weeks.
The mood in Kyiv seems very nervous and frustrated. Social media sources suggest frustration at the lack of action from the West and also the Yatseniuk administration which is appearing to be following US/Western advice to the letter and not giving Russia any excuse to intervene more directly in Ukraine - some might argue that this failed in Crimea. .
The above said, it does seem possible that the Ukrainian authorities may yet respond to the annexation of Crimea by pursuing a number of alternative strategies:
[1] First, it seems possible that Ukraine could push the Odious Debt case, and not pay, in respect to the 2015 Bail Bonds issued by Ukraine in December and bought by the Russian government.
[2] Second, the Ukrainian authorities might just opt to announce a broader debt moratorium on outstanding debts owed to Russia – the total is likely over USD30bn, including Russian bank debt. This would provide a significant "reprofiling" given that this accounts for at least one third of gross external liabilities.
[3] Third, the annexation of the Crimea, in effect kills the 2009 gas price/supply agreement, which was also linked to an extension of the Black Sea Fleet leasing agreement, plus also exploration rights off the black sea. The latter two parts of the agreement appear to have been made redundant by the annexation of Crimea, hence Ukraine could argue that the 2009 agreement is also now redundant.
By so-doing Ukraine might argue that the “take of pay” agreement no longer stands, and Russia’s claims to monies owed under this agreement are also void – Gazprom might have to whistle for the USD2bn funds in arrears, plus the many billions (uo to USD10bn) more it is claiming under the take or pay agreement.
Russia might respond to all this by looking to disrupt energy supplies to Ukraine, but any impact of this on Ukraine will likely be limited by the close proximity of the end of the heating season, by Ukraine’s position at the start of the gas supply chain and its large gas storage facilities. Indeed, in previous gas supply disruptions in 2006-2009, typically Western Europe was more badly impacted than Ukraine.
Perhaps the latter will encourage the EU to work more intensively to support Ukraine’s position in the stand-off with Russia. For the same reasons Russia is also likely to be loathed to cut off gas supply to Ukraine, for fear of hitting – mostly Southern EU member states, which were mostly impacted in 2006-2009 and have closer ties anyway to Moscow.
